The Butte County Job Creation Team, which is composed of representatives from workforce and economic development entities and other community members, evolved from the task force that developed the Butte County Job Creation Plan. The plan was adopted by the County Board of Supervisors on December 15, 1998. It articulates six core activities necessary for adequate job creation. These core activities are:

1) Marketing and Business Attraction, which recruits existing employers to the area

2) New Business Start Up and Entrepreneurial Training, which develops new businesses

3) Business Retention and Expansion, which nurtures existing local businesses

4) Regional Collaboration, which develops the economic & workforce development network

5) Infrastructure Development, which seeks to improve shared physical and other resources

6) Workforce Development, which connects job seekers with employers

The Butte County Administrative Office is the lead county office for economic development in Butte County. Its mission is to provide information and services to help local, emerging and relocating businesses achieve profitability while improving the economy in an environmentally responsible manner with respect for the role of government in protecting the public interest. Past projects include: coordination with the City of Gridley to acquire funding to install sewer infrastructure for the Rio Pluma, Inc. fruit processing and packing facility; coordination with the City of Oroville to acquire funding for the development of the Southside Community Center and also for the funding of a six-screen cinema complex within the city; coordination with local economic development officials to implement the Butte County Job Creation Plan. Through the Butte County Board of Supervisors, the Administrative Office also prepares planning and technical assistance grants to implement business retention and expansion studies. The mission of the CSU, Chico Center for Economic Development is to educate and build the knowledge and capacity of California economic development professionals and enhance the well being of the region's citizens by facilitating sustained, long term, and coordinated economic development strategies. This is done through training, technical assistance, and information dissemination. As part of its Business & Industry Assistance Program, the center administers an economic gardening program in Butte County, which is available for small and emerging businesses on a direct cost recovery basis. A small business is a company that has 50 or fewer employees and less than $1 million in projected gross revenue. Technical assistance is provided in the form of highly targeted marketing research, marketing research assistance, business lists, marketing plan research, and other services identified through partnering agencies. Tri-County Economic Development Corporation (TCEDC) is a private, non-profit corporation established in 1988 to coordinate the economic development efforts in Butte, Glenn and Tehama counties. TCEDC focuses on accessing capital for businesses and communities in its economic development district, and creating strategic alliances with other public and private organizations. It manages 12 different small business loan funds designed to create "gap financing" and job creation. The programs are designed to be flexible in order to assist growing businesses. Its grant writing and project management accomplishments include: the Orland Airport Industrial Park, the City of Corning/Corning Ford Infrastructure Project, and the South Side Oroville Community Center. The Butte College Center for International Trade Development was established to help small- and medium-sized businesses throughout the north state region secure a niche in the international marketplace. CITD provides training to all segments of the business community, from agribusiness and manufacturers to service providers. Seminars and workshops are designed to provide a background in all aspects of international transactions, including international marketing, importing and exporting. Butte College Small Business Development Center is a vital part of the California economy. Established in 1987, the center serves Butte, Glenn and Tehama counties. The Butte College SBDC works in partnership with the California Trade and Commerce Agency, the Small Business Administration, the Chancellor's Office of California Community Colleges, Butte College, local cities and other economic development entities. The Butte College SBDC main center is located in Chico, Calif. with four satellite offices located in Oroville, Paradise, Orland and Red Bluff. The mission of the Butte College SBDC is to provide comprehensive business management services and training to help promote the development, retention and expansion of small businesses in Butte, Glenn and Tehama counties. The center employs a team of professional business counselors with expertise in all areas of small business management. These counselors provide up-to-date technical assistance to small business owners and entrepreneurs. One-on-one counseling is provided in the areas of accounting and record keeping, business planning, financial analysis, loan assistance, human resources, marketing, manufacturing and production, plus information dissemination.
